SUMMARY. 
Neurologist Oliver Sacks 1989 book was on the topic of the Fusiform Gyrus  (shown BELOW).  The Fusiform Gyrus  is the anatomical region of the brain responsible for both written-reading and lip-reading.

CONCLUSION.

River Valley Civilizations were the location of the two distinct language landmarks (shown BELOW). Lip-reading is a neurological physiology demonstrated by Homo sapiens originally from Africa.  Homo erectus or Homo neantheralensis is not known to possess a Fusiform Gyrus allowing the capacity for either lip-reading or written-reading.  

The use written-reading is a cultural tool; but, lip-reading is anatomical evolution that occurred in African river civilizations. Nile, Niger, Congo, Orange, Senegal and Zambezi river civilizations were the first hydraulic-empires.

The second stage of hydraulic-empires occurred in Sumeria Mesopotamia’ with written-reading of the cuneiform script as a Fusiform Gyrus function.
